Trustee Not Distributing Assets

My brother, sucessor trustee is not distributing assets outright like trust instructions say to do.

Instead he is holding on to my cash distribution to do improvements to vacation cabin, that i do not agree to do, and should just transfer title to our names as tenants in common, and then we can agree together what to do with cabin, since we are not selling it.
