Can a special needs trust hire an employee to help the beneficiary with errands or drive her to doctor appointments?

probably can, but why?

I suspect you can, though I haven't heard of it myself. Personally, I think it would be too much trouble to hire an employee, better to pay an agency to handle it. Here's some info on some of the things you have to do if you hire an employee:
